어느덧 2024년 1분기가 끝나가네요.
유럽으로 철강과 알루미늄을 수출하는 업체분들! 첫 CBAM 대응 “배출량 데이터 통지서” 작성을 위해 제품 내재배출량 구하시느라 수고 많으셨습니다.
CBAM 관련 업데이트 사항 알려드립니다.
1. CBAM 2차 보고
벌써 CBAM 2차 보고기간이 다가왔습니다. 이번 마감은 2024년 4월 31일까지 입니다.
운영사(사업자) 담당자 분들께서 이번에는 너무 걱정 안하셔도 됩니다.😊
1차 보고서의 배출정보에 변경 없으시면 2차 보고서는 1차 보고서 그대로 사용하시면 됩니다.
참고로 CBAM communication template이 3월22일 업데이트 되었습니다.

※ 2024년 생산된 제품 내재배출량 산정은 2024 Q4 보고 시 필요하고 해당 내용의 보고서 제출 기한은 2025년 1월 31일입니다.
혹시 수입사에서 1~3월 보고 자료를 요청하면 아래 참고 지침 자료를 참고하셔서 첨부하시고 해당 분기 동안의 수출 물량만 확인하여 갱신하시면 됩니다.
2. 전구물질 기본 내재배출량 (Default values)
CBAM 규제 상 전환기간 중 전구물질의 기본내재배출량(Default value)을 이용한 산정기능은 7월까지로 계획되어 있으며 아직 구체적인 계획의 변동은 없는 것 같습니다. (정보가 입수되는대로 알려드리겠습니다.) 향후를 대비하여 원료 공급사의 내재배출량 성적서를 확인하시는 것을 추천드립니다.

수입사로부터 1Q(1~3월) 보고 자료를 요청받는다면, 그렇지 않음을 친절하게 설명해주세요. 아래와 같이 대답하시면 됩니다. Sample 이메일을 첨부하였습니다.
Dear [customer], Thank you for informing us about the second report from CBAM. However, according to the official CBAM guidelines, we, as installation operators, are not required to calculate the emissions for the first quarter of 2024. Please refer to the most recent embedded emission report we supplied, in conjunction with the accurate import quantity for the Q1 period. Below are the relevant excerpts from the document for your convenience. Kind regards, — "Guidance document on CBAM implementation for installation operators outside the EU"8 December 2023 version, section 4.3.3, page 25 "Installation operators For you (as an operator), the default reporting period is twelve months to allow you to collect representative data that reflects an installation's annual operations." page 27 "[...] Importers will need to use the latest embedded emissions data communicated to them by installation operators, for their quarterly CBAM reports. For example, where an operator has a calendar year as their reporting period, an importer completing a quarterly CBAM report for any of Q1 to Q4 of 2025 would need to use the specific embedded emissions information for the good for calendar year 2024 for reporting purposes, as communicated to them by the operator." |
